Amends the Abused and Neglected Child Reporting Act to require the Department of Children and Family Services to transmit copies of indicated or unfounded child abuse/neglect reports within 45 days to guardians ad litem appointed under Section 5-610 of the Juvenile Court Act for minors in DCFS custody or with open intact family services cases.

Requires guardians ad litem under Section 5-610 to notify the Department in writing of their representation for the Department's obligation to share reports to apply.

Authorizes guardians ad litem under Section 5-610 to request reviews of unfounded reports within 10 days and participate in hearings regarding amendments or removal of indicated reports from the central register.

Amends the Juvenile Court Act of 1987 Section 5-610 to entitle guardians ad litem appointed for minors in DCFS custody or with open intact family services cases to receive copies of all classified child abuse or neglect reports involving those minors, provided written notice of representation is given to the Department.
