• Removes Special Education and funding for children requiring special education services from the educational services block grant in Section 1D-1 of the School Code.

• Eliminates language requiring funding for children with special education needs to be treated as a payment for prior fiscal year services and costs in the block grant calculation.

• Creates separate funding authority under Section 14-7.02b for payments to school districts for children requiring special education services, based on IDEA child count and general State aid foundation levels.

• Removes provisions in Section 14-7.05 limiting districts receiving block grants to only actual educational costs of residential facility placements paid from block grant appropriations.

• Takes effect immediately upon becoming law.
