IL HB3172

Adds truck tractors in combination with a semitrailer to vehicle types requiring safety inspections at least every 12 months.

Requires safety tests for second division vehicles, first division vehicles including taxis used for school bus purposes, and medical transport vehicles within 6 months prior to registration application.

Establishes subsequent inspection schedules: at least every 6 months for most vehicles, every 6 months or 10,000 miles for school buses and certain taxis, and every 12 months for driver education vehicles over 5 model years or with over 75,000 miles.

Authorizes the Department to conduct nonscheduled inspections of school buses and charitable/religious organization buses, with procedures for issuing orange decals for out-of-service vehicles and yellow decals for minor violations requiring correction within 3 working days.

Establishes penalties: Class 3 felony for operating out-of-service vehicles or unauthorized removal of out-of-service stickers, and Class C misdemeanor for operating vehicles with expired 3-day correction stickers.
