HB3177 - License to Work Act Summary

• Removes Secretary of State authority to cancel driver's licenses for failure to pay fees owed to the Illinois Commerce Commission or for sex offense convictions under the Sex Offender Registration Act.

• Eliminates reporting requirements for truant minors, addicted minors, and delinquent minors whose driving privileges were suspended.

• Allows suspension or revocation of licenses only for criminal trespass of vehicles violations that involve actually operating the vehicle.

• Removes various discretionary license suspension or revocation provisions and repeals sections on suspension for theft of motor fuel and failure to pay toll violations.

• Allows persons newly eligible for a driver's license, State ID, or permit under these changes to petition the Secretary of State for reinstatement without a fee, with decisions required within 30 days.
