Changes voter registration notification at driver services facilities from optional ("may apply to register") to mandatory ("shall be registered") for applicants obtaining or renewing driver's licenses, permits, or Illinois identification cards.

Requires automatic updating of voter registration information when an applicant's address has changed, rather than allowing voluntary transfer upon application.

Allows individuals to decline voter registration, and prohibits employees or the Secretary of State from transmitting declined applicants' information to election authorities.

Requires the Secretary of State to promulgate rules for efficient execution of voter registration duties at driver services facilities.

Requires distribution of brochures warning applicants about financial identity theft, prepared by the Department of Financial and Professional Regulation.
