• Amends the State Universities Civil Service Act to remove references to the abolished State Community College of East St. Louis and update terminology throughout the statute

• Updates the Merit Board structure and powers, including authorization to issue subpoenas, conduct investigations, and establish pilot programs that may deviate from existing rules while preserving employee rights

• Revises examination procedures in Section 36f to explicitly allow written, oral, statement of training and experience, and other reasonable testing methods, and permits waiver of examination requirements for law enforcement positions meeting Illinois Police Training Act standards and certain regulated occupations

• Modernizes language throughout by replacing gendered terms (e.g., "chairman" becomes "chairperson," "his" becomes "his or her") and clarifying the Executive Director's authority to appoint staff and a Designated Employer Representative

• Expands nondiscrimination protections to include ancestry, age, marital status, order of protection status, military status, sexual orientation, pregnancy, and unfavorable military discharge, consistent with the Illinois Human Rights Act
