Adds families needing child care to participate in education and training activities (not TANF recipients) as a new eligible category for child care assistance under Illinois Public Aid Code.

Removes requirement for a separate $7,500,000 annual test program for non-TANF families in education and training, integrating this group into the main child care assistance program instead.

Establishes income eligibility threshold at 50% of state median income through fiscal year 2007, then 185% of federal poverty level beginning fiscal year 2008.

Authorizes Illinois Department to lower income ceilings, raise co-payments, create waiting lists, or take other necessary actions to ensure child care benefits do not exceed appropriated amounts, using emergency rules without standard limitations.

Effective date: July 1, 2017.
