Amends the State Finance Act to authorize transfers totaling $9,000,000 from 11 designated special funds into the Commitment to Human Services Fund.

Designated funds include Death Penalty Abolition Fund ($1,000,000), Statewide 911 Fund ($1,000,000), Public Health Special State Projects Fund ($1,000,000), Solid Waste Management Fund ($1,000,000), Trauma Center Fund ($1,000,000), Used Tire Management Fund ($1,000,000), Violent Crime Victims Assistance Fund ($1,000,000), Lobbyist Registration Fund ($500,000), Motor Vehicle Theft Prevention Fund ($500,000), Vehicle Inspection Fund ($500,000), and Illinois Power Agency Renewable Energy Fund ($500,000).

Allows reverse transfers from the Commitment to Human Services Fund back to any designated special fund if that fund has insufficient cash for expenditures, with repayment when funds are collected.

Prohibits transfers if the Governor's Office of Management and Budget Director determines the transfer would jeopardize federal funding or violate a court order.

Limits all transfers through the end of State fiscal year 2017 exclusively for funding domestic violence programs administered by the Department of Human Services.
