Requires the Illinois Labor Relations Board to conduct mandatory elections every even-numbered year (starting 2-3 years after enactment) to recertify exclusive bargaining representatives for public employee units, with elections held by May 1 in applicable years.

Eliminates the Board's authority to designate exclusive representatives without elections based on majority interest showings or dues deduction authorizations; all representation determinations must now occur through secret ballot elections.

Limits multi-year collective bargaining agreements to a maximum of 5 years in duration for contracts entered after the bill's effective date, and requires that pre-existing contract terms continue (except union security and grievance provisions) if an election results in decertification during an agreement's term.

Applies similar mandatory election and contract duration requirements to the Illinois Educational Labor Relations Act for school districts and educational employers.

Changes election certification standards to require 51% of all eligible employees (not just majority of votes cast) and establishes runoff procedures when no option receives 51%, with "no representation" as a ballot option.
