Amends Illinois Election Code sections 21-1 and 21-2 to change how presidential electors are allocated and selected by political parties.

Presidential elector nominees must be designated by congressional district plus at-large positions, rather than the previous system.

The elector receiving the highest number of votes in each congressional district becomes that district's presidential elector and casts votes for their party's candidates.

At-large presidential electors who receive the highest or second-highest number of votes statewide become electors and cast votes for their party's candidates.

Modifies the winner-take-all system to allocate electoral votes by congressional district instead of awarding all electors to the statewide popular vote winner.
