Makes public libraries eligible for funding under the O'Hare School Sound Insulation Program, with criteria no more stringent than those for schools.

Requires the Chicago Department of Aviation and O'Hare Noise Compatibility Commission to approve criteria making libraries formed under three library acts eligible for sound insulation funding.

Requires units of local government to reimburse up to 20% of non-federally reimbursed costs for library sound insulation using approved airline revenue sources.

Requires permanent noise monitoring reports to indicate the locations of public libraries and the number of public libraries within each noise contour zone.

Limits home rule powers by preventing local governments from approving library sound insulation criteria or funding in a manner inconsistent with these requirements; takes effect immediately upon becoming law.
