Amends the Consumer Electronics Recycling Act to establish a manufacturer clearinghouse system allowing 2 or more manufacturers to collectively operate e-waste programs under state supervision.

Requires manufacturers to register annually with the Illinois Environmental Protection Agency, pay a $5,000 registration fee, and submit manufacturer e-waste program plans detailing collection sites and recycling operations.

Establishes allocation methodology for manufacturer clearinghouse participants based on market share and return share calculations to distribute financial responsibility for transporting and recycling covered electronic devices.

Provides antitrust immunity to manufacturers, manufacturer clearinghouses, and related entities operating approved e-waste programs, allowing them to coordinate activities without federal or state antitrust liability.

Amends the Illinois Antitrust Act to add exemption for manufacturer e-waste program activities approved by the Consumer Electronics Recycling Act and subject to regulation by the Illinois Environmental Protection Agency or Illinois Pollution Control Board.
