Defines "antique moped" as a motor-driven cycle more than 25 years old or replica thereof with speed of 20-30 mph and motor producing 2 brake horsepower or less, with engine displacement not exceeding 50 cubic centimeters.

Allows owners of antique mopeds to register for a fee not exceeding $13 for a 2-year antique plate, with affirmation that the moped will only be driven to antique auto shows, exhibitions, or for servicing and demonstration.

Permits owners to register antique mopeds as "expanded-use antique mopeds" for an additional $45 annual registration and renewal fee, allowing unrestricted highway use from April 1 through October 31.

Restricts expanded-use antique mopeds from January 1 through March 31 and November 1 through December 31, limiting highway use to travel to antique auto shows, exhibitions, servicing, or demonstrations.

Allows owners of expanded-use antique mopeds to display historical license plates from the moped's model year instead of current plates, provided valid Illinois plates and registration cards are carried in the vehicle.
