Renames the "ICCB Instructional Development and Enhancement Applications Revolving Fund" to the "ICCB Research and Technology Fund"

Creates a new "BHE Data and Research Cost Recovery Fund" as a special fund in the state treasury for the Board of Higher Education

Authorizes the Board of Higher Education and State Board of Community Colleges to collect processing fees for individual student-level data requests under approved data sharing agreements, with fees set by rule

Exempts entities complying with state or federal-mandated reporting from processing fees and requires all collected fees to be deposited into the respective funds for maintaining and updating data systems

Takes effect July 1, 2017
