• Establishes procedures for vehicle impoundment by counties and municipalities, including notification requirements and administrative fees for specified violations including DUI, driving with suspended/revoked license, and drug-related offenses.

• Sets daily storage charge limits at $20 for first 5 days and $35 thereafter for vehicles under 8,000 pounds; $60 for first 5 days and $100 thereafter for vehicles 8,000 pounds or more (does not apply to municipalities with over 1,000,000 inhabitants).

• Requires counties and municipalities to notify lienholder and owner by certified mail within 5 calendar days of towing and access vehicle title records within 3 calendar days; allows a $5 administrative fee per vehicle towed.

• Permits lienholder or lessor to take possession of impounded vehicle and defer payment of administrative fees upon submission of documentation proving lien/ownership and signed agreement to pay administrative fees from sale proceeds.

• Requires administrative hearings within 45 days of impound notice conducted by attorney hearing officer, with written decision to sustain or overturn impoundment; waives all fees if hearing officer overturns impoundment.
