Requires all prescription drug coverage entities to allow prorated daily cost-sharing rates for prescriptions dispensed in less than 30-day supplies when medically necessary or for medication synchronization purposes.

Prohibits denial of coverage for chronic illness medications filled as part of a synchronization plan agreed upon by the insured, prescriber, and pharmacist.

Eliminates prorated dispensing fees based on days' supply and requires dispensing fees to be determined solely by the total number of prescriptions dispensed.

Establishes detailed audit standards for pharmacy records including 30-day advance notice for on-site audits, 4-hour maximum audit duration, one audit per pharmacy annually, 2-year lookback period, and prohibition on extrapolation methods for calculating recoupments.

Authorizes the Department of Insurance and Director to enforce provisions and impose financial penalties of at least $1,000 per violation, effective January 1, 2018.
