Establishes application fees for educator licenses: $75 (increasing to $100 on January 1, 2015) for Professional Educator License or Educator License with Stipulations, $50 for Substitute Teaching License, and $150 for applicants without Illinois-approved preparation programs.

Allows substitute teachers who obtained licenses after July 1, 2017 to apply for refunds of application fees within 18 months if they teach at least 10 full school days within one year of issuance.

Sets $50 application fee for each additional endorsement or approval added to an existing license and $10 per year registration fee paid to regional offices of education.

Allows substitute teachers to apply for reimbursement of registration fees at renewal cycles within 18 months if they teach at least 10 full school days within one year of renewal.

Directs application fees into the Teacher Certificate Fee Revolving Fund to support license processing, educator recruitment and retention, and professional development, with the majority dedicated to application processing and license renewal.
