Creates the Right to Earn a Living Act, establishing that individuals have a fundamental right to pursue business or profession free from arbitrary government interference.

Requires all entry regulations and public service restrictions to be demonstrably necessary and carefully tailored to legitimate public health, safety, or welfare objectives, excluding protection of existing businesses from competition.

Mandates each agency conduct a comprehensive review of all entry regulations within one year, articulate the public objectives served, and repeal or modify regulations that do not meet the Act's standards; agencies must report to the General Assembly within 15 months.

Allows any person to petition an agency to repeal or modify entry regulations or public service restrictions, with agencies required to respond within 90 days by either taking action or explaining how the regulation meets the Act's standards.

Permits individuals to file court challenges 90 days after an unsuccessful petition, with prevailing plaintiffs entitled to injunctive relief and reasonable attorney's fees; preempts local laws inconsistent with the Act's provisions on business and professional entry.
