• Establishes the Office of Supervision of Occupational Boards within the Governor's office to actively supervise state occupational boards and review/approve all proposed board rules, policies, and enforcement actions before implementation.

• Allows individuals with criminal histories to petition licensing boards at any time for determinations of whether their criminal history disqualifies them from obtaining state recognition, with boards required to issue written determinations within 90 days.

• Amends the Civil Administrative Code to require departments issue or deny occupational licenses to service members and military spouses within 6 months of temporary license issuance, with specific explanations for denials and remedial courses of action.

• Ratifies and approves the Nurse Licensure Compact, allowing nurses to obtain multistate licenses permitting practice in their home state and other compact states, while clarifying the Compact does not supersede existing state labor laws.
