Units of local government and school districts with $1 million+ operating budgets must maintain internet websites posting 14 categories of information including contact details, meeting agendas/minutes, budgets, ordinances, financial audits, employee compensation, contracts, and debt disclosures.

Meeting agendas and materials must be posted at least 72 hours before regular meetings and 24 hours before special/emergency meetings, with minutes posted within 72 hours of approval.

Units must publicly post detailed expenditure data within 6 months, updated monthly, including recipient names, amounts, funding sources, dates, and purposes, with data remaining accessible for 10 years.

Residents may file mandamus or injunction actions in circuit court to compel compliance, and courts may impose penalties and award reasonable attorney's fees; home rule units cannot adopt less restrictive posting requirements.

Amends Freedom of Information Act to allow public bodies to satisfy record requests by providing accessible website links to published documents instead of producing physical copies, and amends State Mandates Act to require implementation without state reimbursement.
