Amends Section 11-208.6 of the Illinois Vehicle Code to require that net proceeds from automated traffic law enforcement system civil penalties, after deducting all operational and maintenance costs, must be expended for public safety purposes.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties.

Maintains existing provisions regarding red light camera violations, penalties up to $100, traffic education program requirements, and defenses for vehicle theft or emergency vehicle situations.

Requires municipalities and counties to conduct statistical safety analyses within 36 months of system installation and publish results publicly; mandates additional studies if accident rates increase.

Takes effect immediately upon becoming law.
