Requires the State Board of Education to establish or contract with a third party to create a Safe2Tell program allowing anonymous reporting of potential threats to students through multiple reporting methods.

Program must maintain anonymity of reporters, establish procedures for voluntary identity disclosure, and promptly forward reports to law enforcement and school officials.

Materials disclosed in court proceedings may only be compelled through a criminal defendant's motion with affidavit, followed by in camera review with redaction of reporter identity and protective orders limiting use.

Exempts Safe2Tell program information from disclosure under the Freedom of Information Act by adding it to Section 7 of the Act.

Makes knowing disclosure of Safe2Tell program materials a Class A misdemeanor and grants the Attorney General standing to oppose disclosure of program materials in court.
