Amends the Illinois Insurance Code to allow insureds residing in mental health professional shortage areas to obtain services from licensed professionals through telehealth, as defined in Section 356z.22 of the Code.

Requires insurers to offer coverage for mental, emotional, nervous, and substance use disorders, with insureds able to select from physicians, psychologists, clinical social workers, counselors, marriage and family therapists, speech-language pathologists, and other licensed professionals at programs under the Illinois Alcoholism and Other Drug Abuse and Dependency Act.

Mandates that health benefit plans provide minimum annual coverage of 45 days of inpatient treatment and 60 outpatient visits for mental illness and substance use disorder treatment, consistent with parity requirements.

Requires the Department to enforce state and federal parity law for mental health and substance use disorder benefits, including monitoring for discrimination and responding to complaints.

Specifies that medical necessity determinations for substance use disorders must follow American Society of Addiction Medicine Patient Placement Criteria, with criteria and denial reasons made available to participants, beneficiaries, and providers upon request.
