School districts and contracted school bus companies must equip all Type I and Type II school buses manufactured after the bill's effective date with 3-point seat belts or federally approved restraint systems (49 CFR 571.222) in good working condition for each passenger seat.

New school buses must also be equipped with a rooftop safety hatch.

The Department shall adopt rules governing standards for seat belts and belt anchorages.

Exemption applies to out-of-state registered school buses used on a non-regular basis for cultural, tourist, athletic, or similar activities for students attending schools outside Illinois.

School districts and bus companies are not liable for passengers' failure to properly adjust or fasten seat belts or restraint systems.
