Designates public officials or employees of each public body to serve as Freedom of Information officers responsible for receiving and responding to public records requests.

Requires Freedom of Information officers to note request dates, calculate response deadlines, maintain copies of written requests, and create files containing original requests, responses, and communications with requesters.

Mandates all Freedom of Information officers complete an electronic training curriculum developed by the Public Access Counselor within 6 months of the effective date, and thereafter complete annual training.

Requires newly designated Freedom of Information officers to complete the electronic training curriculum within 30 days of assuming the position.

Makes successful completion of required training a prerequisite for continuing to serve as a Freedom of Information officer.
