Amends Section 11-119.1-3 of the Illinois Municipal Code to expand the definition of "eligible utility" for municipal power agencies

Adds entities that operate as independent system operators, regional transmission organizations, or participate as buyers or sellers in organized independent system operator or regional transmission organization markets to the definition of eligible utility

Maintains existing definition covering public agencies and entities that own, operate, or control plants and equipment for generation, transmission, or distribution of electric power

Applies to municipal power agencies established through written agreements between two or more municipalities in Illinois
