Amends the Illinois Public Aid Code to restrict LINK cards (electronic benefits transfer cards) issued by the Department of Human Services to in-state transactions only, subject to federal approval.

Restriction applies to LINK cards used for Supplemental Nutrition Assistance Program (SNAP) benefits or cash withdrawals, effective upon passage of the amendatory act.

Requires the Department of Human Services to adopt rules and regulations necessary to implement the in-state transaction restriction.

Defines "LINK card" as an electronic benefits transfer card issued by the Department of Human Services for obtaining SNAP benefits or cash.
