• Requires candidates for Illinois State Representative or State Senator to submit results of a substance abuse test conducted within 60 days before filing nomination papers, with candidates testing positive rendered ineligible to file.

• Establishes drug testing requirement for all individuals applying for Temporary Assistance for Needy Families (TANF), with testing costs borne by the applicant.

• Renders TANF applicants ineligible for benefits for one year after a positive drug test result, or three years after a second positive test, unless they complete a substance abuse treatment program and reapply after six months.

• Exempts dependent children under 18 years old from drug testing requirements and allows child benefits to continue through a protective payee if the parent fails a drug test.

• Takes effect January 1, 2018.
