IL HB3417

Amends the Illinois Public Aid Code to require LINK cards (electronic benefits transfer cards for SNAP and cash benefits) to display the name and photo of the primary cardholder beginning January 1, 2018.

Allows primary cardholders to optionally add names of secondary cardholders authorized to use the card.

Restricts LINK card use to the primary cardholder if their photo matches, or to secondary cardholders who present current valid photo identification confirming their authorization.

Requires the Department of Human Services to begin transitioning to photo-enabled LINK cards immediately upon enactment, with the transition completed by January 1, 2018.
