Amends Illinois Election Code Section 25-6 by striking the requirement that vacancies in State Senator and Representative positions be filled by appointment within 30 days.

Creates new Section 25-6.5 requiring special elections to fill vacancies in State Senator or Representative offices if more than 6 months remain in the term and annual compensation exceeds $21,000.

Special election must be held 2 months after the vacancy occurs, with candidate petitions due within 30 days of the vacancy.

Elected candidate receives the most votes at the special election and takes office immediately upon certification of results, serving the remainder of the term.
