Amends Section 34-2.1 of the School Code to permit Board employees assigned to multiple attendance centers to serve as parent or community resident members of local school councils, provided they do not spend the majority of their employment time at the specific school where they seek council membership.

Maintains the existing 12-member composition for elementary school councils (principal, 2 teachers, 6 parents, 1 non-teacher employee, 2 community residents) and 13-member composition for secondary schools (adds 1 student member).

Requires incoming local school council members to undergo criminal background investigations by the Department of State Police prior to taking office to identify convictions under specified offenses.

Establishes automatic disqualification for candidates convicted of enumerated felonies (including sex offenses, violent crimes, and drug offenses) and for certain drug convictions within the 10 years prior to nomination or appointment.

Requires candidates to disclose economic interests in contracts with the Board, local school councils, or public schools, and to disclose prior criminal convictions, with failure to disclose rendering candidates ineligible for election or service.
