Requires each public university in Illinois to reimburse students for a portion of tuition through grants, beginning with the 2017-2018 academic year.

Per-pupil grant amount is calculated by taking 50% of the difference between the current fiscal year's total state appropriations to a university and fiscal year 2002's appropriations, divided by the number of enrolled students.

Universities are not required to award grants in years when current appropriations equal or fall below fiscal year 2002 appropriation levels.

Each university must report estimated total grant amounts to the Governor and appropriate General Assembly committees by September 1 annually, beginning September 1, 2018.

The Board of Higher Education must report to the General Assembly on whether the Act should be repealed if the General Assembly increases funding for each university for 4 consecutive years.
