• Prohibits local authorities from restricting trucks or commercial vehicles to only the farthest right-hand or farthest left-hand lane on multi-lane urban highways.

• Limits county and township weight restriction ordinances to a maximum of 90 days per calendar year (consecutive or nonconsecutive days at local discretion) unless highway commissioners follow procedures in the Illinois Highway Code.

• Exempts cargo tank vehicles delivering propane for emergency heating from weight restrictions if loaded at no more than 50 percent capacity, gross vehicle weight does not exceed 32,000 pounds, and driver notifies appropriate highway agencies.

• Maintains existing requirements for posting signs designating vehicle weight or operation restrictions on affected highway portions before ordinances become effective.

• Establishes penalties of $50 for weight violations up to posted limits and $75 per 500 pounds for weight exceeding statutory limits.
