Modifies the Illinois Funeral or Burial Funds Act to require sellers of pre-need funeral contracts to disclose available financial plans and restricts contract execution to licensed funeral directors for contracts involving both services and merchandise.

Establishes new requirements for pre-need cemetery sales contracts entered after the effective date, including mandatory disclosure of funding options (local banking institution, seller's trust program, or other means) and purchaser selection of preferred funding method.

Requires cemetery pre-need sales sellers to be licensed by the Department of Financial and Professional Regulation and complete at least 24 hours of continuing education every 2 years.

Clarifies that outer burial containers can be included in cemetery sales contracts and defines the specific deposit requirements for outer burial containers (85% vs. standard 50% deposit requirement).

Takes effect upon becoming law, applying only to pre-need contracts entered after the effective date of this amendatory act.
