Requires the Illinois Department of Lottery to offer a special instant scratch-off game beginning January 1, 2018 or as soon thereafter as practical, with net revenue dedicated to autism research.

Creates the Autism Research Fund to receive net revenue from the autism scratch-off game for appropriation by the General Assembly to the Department of Public Health.

Directs Department of Public Health to use grant funds to support organizations in Illinois conducting research on autism spectrum disorders and developing more effective treatment options.

Specifies that grant funds cannot be used for institutional overhead costs, indirect costs, or organizational levies, and defines research to include expenditures for understanding and advancing care techniques for individuals with autism.

Amends the Illinois Lottery Law and State Finance Act to establish the fund and authorize the Department to adopt rules implementing the program.
