Amends the Cycle Rider Safety Training Act to establish Department of Transportation rules for certifying private entities offering motorcycle skills education programs.

Requires private entities' courses to meet the same educational standards as those described in Section 4 of the Act.

Mandates the Department conduct periodic audits of certified entities to verify courses continue meeting qualification and certification requirements.

Requires private entities to bear all costs associated with course review, certification, and audits conducted by the Department.
