Creates the Advisory Council on Early Identification and Treatment of Mental Health Conditions within the Department of Human Services to develop evidence-based recommendations for improving early screening and treatment of mental health conditions in children and young adults.

Advisory Council shall review best practices for mental health screening and identification, identify barriers to treatment access including workforce issues and insurance coverage gaps, and develop an action plan with recommendations within one year of its first meeting.

Council comprises up to 27 members and 3 ex officio members including pediatricians, family physicians, psychiatrists, psychologists, mental health providers, substance use treatment providers, family advocates, and insurance company representatives from various Illinois regions.

Members serve without compensation and are not reimbursed for travel expenses; initial appointments must be made within 60 days of the bill's effective date, with the council's first meeting to occur within 60 days after 50% of members are appointed.

Council dissolves upon delivery of its recommendations and action plan to the Governor and General Assembly.
