Amends the Illinois Public Aid Code to prohibit use of Temporary Assistance for Needy Families (TANF) cash assistance benefits for purchase of alcoholic beverages, lottery tickets, and tobacco products.

Prohibits TANF benefits from being used to purchase firearms, firearms ammunition, sexually explicit materials, admission to performances, cosmetics, and professional services (excluding medical care).

Prohibits TANF benefits from being used for travel services, body art/tattoos/piercings, jewelry, rental of goods, and payment of taxes, fees, or court-ordered penalties including restitution or bail.

Prohibits TANF benefits from being used for gambling games as defined in the Riverboat Gambling Act.

Allows exceptions for childcare services and health club memberships, which remain permitted uses of TANF cash assistance benefits.
