Amends Section 1-3 of the Illinois Election Code to expand the definition of "signature" to include names signed in digitized form, in addition to names signed in ink.

Clarifies that the digitized signature definition does not apply to nominating petitions, candidate petitions, or referendum petitions.

Adds definition of "Intelligent mail barcode tracking system" as a printed trackable barcode on return envelopes for mail-in ballots that allows election authorities to determine mailing dates when postmarks are absent.

Makes technical updates to election definitions while maintaining existing provisions for regular elections, special elections, municipal elections, and election authorities.
