HB3540 Summary

• Requires the Illinois Department of Human Services to provide child care services to all eligible children under age 13, and to eligible children ages 13-18 who are under court supervision or have documented physical or mental incapacities.

• Expands child care assistance eligibility to include families transitioning from TANF, families at risk of TANF receipt, families with special needs, and working families with very low incomes as defined by rule.

• Establishes income eligibility thresholds at no less than 185% of the federal poverty level for each family size beginning in fiscal year 2008.

• Allocates $7,500,000 annually for a test program providing child care assistance to income-eligible families not receiving TANF who need care to participate in education and training activities.

• Takes effect July 1, 2017.
