Prohibits charter school authorization in zip codes where a public school closed within the 10 school years prior to the bill's effective date, or in contiguous zip codes with such closures.

Requires the General Assembly to appropriate transition impact aid under Section 27A-11.5 before any charter school can be granted.

Mandates that charter schools established on or after the bill's effective date in cities with populations exceeding 500,000 must have attendance boundaries designated by the board of education.

Allows the board of education in cities with populations exceeding 500,000 to give priority enrollment to students residing within designated attendance boundaries, though attendance is not required.
