HB3570 Summary

• Amends the state aid formula (105 ILCS 5/18-8.05) to provide incentive funding for school districts with high school dropout rates at least 2 times the state average, effective 2017-2018 school year and thereafter.

• Eligible districts receive an incentive weighting of 2 times the Foundation Level of support for each high school dropout who has been dropped from enrollment rolls for at least one month and reenrolled in an evidence-based dropout recovery program.

• New dropout recovery programs must serve a minimum of 50 students and can be operated directly by the district or through subcontracting with a not-for-profit organization.

• Programs must use evidence-based models and best practices including strong leadership, small class sizes, comprehensive programming, professional development, and employment/career preparation, with accountability measures for enrollment, attendance, credit gains, graduation, and transition to college or employment.

• School districts must provide reenrolled dropouts the same local and other funding as other enrolled students, with the increased Foundation Level weighting funding the enhanced services.
