Creates the Illinois Hunger Coalition Income Tax Checkoff Fund as a special fund in the state treasury.

Allows taxpayers to voluntarily contribute to the Fund when filing state income tax returns for taxable years ending on or after December 31, 2017, with contributions of at least $1.

Directs the Department of Human Services to use Fund moneys to make grants to the Illinois Hunger Coalition for alleviating hunger among children and families in Illinois.

Requires the Department to print the checkoff provision on standard individual income tax forms, indicating that contributions will reduce refunds or increase payment amounts owed.

Takes effect immediately upon becoming law.
