Creates the Railroad Supplier Diversity Act requiring Class I railroad companies to submit annual reports to the Illinois Commerce Commission by April 15 each year.

Reports must contain information about procurement goals and spending for female-owned, minority-owned, veteran-owned, and small business enterprises, submitted in a form and manner required by the Commission.

Class I railroad companies are defined by Surface Transportation Board regulations (49 CFR Part 1201) and include modifications to class thresholds based on revenue deflator formulas.

The Illinois Commerce Commission and each affected railroad company must hold an annual public workshop to discuss supplier diversity and collaboratively identify solutions to structural impediments to achieving stated goals.

Workshops shall include testimony from participating railroad companies, subject matter experts, and advocates on the state of supplier diversity.
