Amends the Illinois Public Labor Relations Act to exclude manning levels from arbitration decisions for fire fighters, fire departments, and fire district paramedics (changes "including manning" to "which may include" in Section 14).

Adds a definition of "catastrophic injury" to the Public Safety Employee Benefits Act as an injury where direct and proximate consequences permanently prevent an individual from performing any gainful work.

Maintains existing arbitration procedures for security employees, peace officers, and fire fighters, including mediation timelines, arbitration panel selection, and hearing procedures.

Preserves historical collective bargaining rights for fire fighters by not applying new manning restrictions to provisions already in effect at the time of enactment.

Requires employers to pay full health insurance premiums for public safety employees (law enforcement, correctional officers, and fire fighters) who suffer catastrophic injuries or are killed in the line of duty, extending coverage to spouses and dependent children under specified conditions.
