IL HB3639

Amends the Counties Code (55 ILCS 5/5-1014) to grant non-home rule counties all powers provided to home rule units under Section 6 of Article VII of the Illinois Constitution.

Excludes counties from exercising powers to tax, impose fees, and incur debt, which remain restricted to home rule counties.

Establishes state policy that non-home rule counties may exercise all granted powers notwithstanding effects on competition and are entitled to the "state action exemption" from federal antitrust statutes.

Takes effect immediately upon becoming law.
