HB3644 Summary

• Creates the Trauma, Resiliency, and Recovery Task Force under the Illinois Criminal Justice Information Authority to study the impact of trauma on individuals, families, and communities, particularly in high-crime areas.

• Task Force shall examine trauma's impacts, essential components of trauma-informed practices and policies, current implementation of such practices in Illinois, and barriers to implementation.

• Task Force membership includes representatives from state agencies (Human Services, Public Health, Corrections, Juvenile Justice, Children and Family Services), legislators, law enforcement, victim service organizations, academics, hospitals, and victim community representatives.

• Task Force shall hold public hearings and submit written findings and recommendations to the Governor and General Assembly by January 1, 2019.

• Illinois Criminal Justice Information Authority may receive appropriations for personnel contracts to support Task Force operations and may contract with outside entities for research and consultation.

• Task Force provisions expire January 1, 2020.
