State agencies must provide monthly reports to the State Comptroller identifying current state liabilities by fund source, whether appropriated, and estimated interest penalties under the State Prompt Payment Act.

State Comptroller may waive monthly reporting requirements for agencies with no state liabilities.

State Comptroller must post reported liability amounts on a public-facing website as soon as possible after receiving agency reports.

Removes previous requirement for agencies to report aggregate dollar amounts of bills held as of June 30 each fiscal year.

"State agency" definition includes executive branch entities but excludes local government units, school districts, and legislative or judicial branch offices.
