Creates the Flue Gas Desulfurization (FGD) Task Force to increase Illinois Basin coal use in generation units and evaluate costs, benefits, and barriers of FGD technologies for sulfur dioxide emission control.

Task Force membership comprises 8 legislative members (2 from each party in each chamber), 3 Governor-appointed members (2 with coal/energy expertise and 1 electricity generator representative), and directors of Natural Resources and Environmental Protection Agency.

Task Force members serve without compensation but receive reimbursement for travel expenses.

Task Force must submit findings and recommendations to the General Assembly by December 31, 2017.

Department of Natural Resources and Illinois Environmental Protection Agency provide administrative support; the Act is automatically repealed on January 1, 2019.
