Authorizes Class 1 brewers to manufacture cider and mead in addition to beer, with a combined production limit of 930,000 gallons per year.

Permits Class 1 brewers to sell cider and mead directly to importing distributors, distributors, and retail licensees under the same conditions as beer sales.

Allows Class 1 brewers to apply for self-distribution exemptions to sell up to 232,500 gallons of beer, cider, mead, or any combination thereof annually to retail licensees.

Makes conforming changes to the Liquor Control Act of 1934 to reflect that Class 1 brewer licenses now authorize production of beer, cider, mead, or any combination thereof.
